WaterLinks, PERPAMSI, and MIYA Hold Webinar on PBCs for NRW Management

WaterLinks, in partnership with the Indonesian Water Supply Association (PERPAMSI), and MIYA convened a webinar on “Introducing a Performance-Based Contract (PBC) for the Management of Non-Revenue Water (NRW)” on 22 July 2026, bringing together over 100 participants from water utilities across Asia-Pacific and Africa.

The webinar introduced PBCs as a result-based approach for reducing NRW, which remains a persistent operational and financial challenge faced by water utilities in Asia and the Pacific. Under this contractual model, payments to the private contractor are linked to measurable performance outcomes, enabling utilities to access technical expertise and innovative solutions, effectively receive training to sustain operations after the PBC while retaining ownership of their assets and operations.

The program featured presentations by Teguh Subekti, Executive Director of PERPAMSI, who provided an overview of the current NRW situation among Indonesia’s 445 PDAMs; Mai Flor, Executive Director of WaterLinks, who introduced the basic principles and key features of successful PBCs; and Katherine Paleracio, Program Manager and NRW Management Specialist at MIYA, who shared practical experiences and lessons from implementing PBCs in Jamaica.

The presentations were followed by a discussion that explored key considerations for adopting PBCs, including contract design, procurement, implementation challenges, and success factors.

The webinar is part of WaterLinks’ continuing efforts to strengthen the capacity of water utilities across Asia and the Pacific by promoting innovative approaches and facilitating knowledge exchange that support more efficient and sustainable service delivery.
